Preheat oven to 400 degrees. Cook for 7-9 minutes
Cream butter and sugar together. Once blended add the egg and vanilla till fluffy. Dump in the cocoa powder and mix again.
While that is mixing stir the flour, baking soda, baking powder, and salt together. Be sure to turn off your mixer before you pour in half the flour mixture till incorporated well then the other half. Add in the milk and mix one last time.
Using a soup spoon scoop about a tablespoon of the batter and drop it onto a buttered cookie sheet. Be sure to separate each drop of batter by 2 inches. Your cookie will expand so watch the edges too.
While your cookies are baking. Cream together the butter and powdered sugar. Add in the vanilla and marshmallow cream blend till fluffy.
Optional:
Add in the food coloring for the desired color and mix.
For some Halloween fun use some festive sprinkles around the edges of the cookie
Pick two cookies that look similar in size and set on a plate. Turn the flat size up and top with 1 -2 tbsp of cream filling. You can also use a piping bag for this. Top with the second cookie right side up and add some sprinkles to the edges. Enjoy!
